China Outpaces U.S. in Cleaner Coal-Fired Plants

TIANJIN, China — China’s frenetic construction of coal-fired power plants has raised worries around the world about the effect on climate change. China now uses more coal than the United States, Europe and Japan combined, making it the world’s largest emitter of gases that are warming the planet.

But largely missing in the hand-wringing is this: China has emerged in the past two years as the world’s leading builder of more efficient, less polluting coal power plants, mastering the technology and driving down the cost.

While the United States is still debating whether to build a more efficient kind of coal-fired power plant that uses extremely hot steam, China has begun building such plants at a rate of one a month.

Construction has stalled in the United States on a new generation of low-pollution power plants that turn coal into a gas before burning it, although Energy Secretary Steven Chu said Thursday that the Obama administration might revive one power plant of this type. But China has already approved equipment purchases for just such a power plant, to be assembled soon in a muddy field here in Tianjin.

“The steps they’ve taken are probably as fast and as serious as anywhere in power-generation history,” said Hal Harvey, president of ClimateWorks, a group in San Francisco that helps finance projects to limit global warming.

Western countries continue to rely heavily on coal-fired power plants built decades ago with outdated, inefficient technology that burn a lot of coal and emit considerable amounts of carbon dioxide. China has begun requiring power companies to retire an older, more polluting power plant for each new one they build.

Cao Peixi, the president of the China Huaneng Group, the country’s biggest state-owned electric utility and the majority partner in the joint venture building the Tianjin plant, said his company was committed to the project even though it would cost more than conventional plants.

“We shouldn’t look at this project from a purely financial perspective,” he said. “It represents the future.”

Without doubt, China’s coal-fired power sector still has many problems, and global warming gases from the country are expected to continue increasing. China’s aim is to use the newest technologies to limit the rate of increase.

Only half the country’s coal-fired power plants have the emissions control equipment to remove sulfur compounds that cause acid rain, and even power plants with that technology do not always use it. China has not begun regulating some of the emissions that lead to heavy smog in big cities.

Even among China’s newly built plants, not all are modern. Only about 60 percent of the new plants are being built using newer technology that is highly efficient, but more expensive.

With greater efficiency, a power plant burns less coal and emits less carbon dioxide for each unit of electricity it generates. Experts say the least efficient plants in China today convert 27 to 36 percent of the energy in coal into electricity. The most efficient plants achieve an efficiency as high as 44 percent, meaning they can cut global warming emissions by more than a third compared with the weakest plants.

In the United States, the most efficient plants achieve around 40 percent efficiency, because they do not use the highest steam temperatures being adopted in China. The average efficiency of American coal-fired plants is still higher than the average efficiency of Chinese power plants, because China built so many inefficient plants over the past decade. But China is rapidly closing the gap by using some of the world’s most advanced designs.

After relying until recently on older technology, “China has since become the major world market for advanced coal-fired power plants with high-specification emission control systems,” the International Energy Agency said in a report on April 20.

China’s improvements are starting to have an effect on climate models. In its latest annual report last November, the I.E.A. cut its forecast of the annual increase in Chinese emissions of global warming gases, to 3 percent from 3.2 percent, in response to technological gains, particularly in the coal sector, even as the agency raised slightly its forecast for Chinese economic growth. “It’s definitely changing the baseline, and that’s being taken into account,” said Jonathan Sinton, a China specialist at the energy agency.

But by continuing to rely heavily on coal, which supplies 80 percent of its electricity, China ensures that it will keep emitting a lot of carbon dioxide; even an efficient coal-fired power plant emits twice the carbon dioxide of a natural gas-fired plant.

Perhaps the biggest question now is how much further China can go beyond the recent steps. In particular, how fast will it move toward power plants that capture their emissions and store them underground or under the seafloor?

That technology could, in theory, create power plants that contribute virtually nothing to global warming. Many countries hope to develop such plants, though progress has been halting; Energy Secretary Chu has promised steps to speed up the technology in the United States.

China has just built a small, experimental facility near Beijing to remove carbon dioxide from power station emissions and use it to provide carbonation for beverages, and the government has a short list of possible locations for a large experiment to capture and store carbon dioxide. But so far, it has no plans to make this a national policy.

China is making other efforts to reduce its global warming emissions. It has doubled its total wind energy capacity in each of the past four years, and is poised to pass the United States as soon as this year as the world’s largest market for wind power equipment. China is building considerably more nuclear power plants than the rest of the world combined, and these do not emit carbon dioxide after they are built.

But coal remains the cheapest energy source in China by a wide margin. China has the world’s third-largest coal reserves, after the United States and Russia.

“No matter how much renewable or nuclear is in the mix, coal will remain the dominant power source,” said Ashok Bhargava, a China energy expert at the Asian Development Bank in Manila.

Another problem is that China has finally developed the ability to build high-technology power plants only at the end of a national binge of building lower-tech coal-fired plants. Construction is now slowing because of the economic slump.

By adopting “ultra-supercritical” technology, which uses extremely hot steam to achieve the highest efficiency, and by building many identical power plants at the same time, China has cut costs dramatically through economies of scale. It now can cost a third less to build an ultra-supercritical power plant in China than to build a less efficient coal-fired plant in the United States.

'Green' lightbulbs poison workers

Hundreds of factory staff are being made ill by mercury used in bulbs destined for the West

WHEN British consumers are compelled to buy energy-efficient lightbulbs from 2012, they will save up to 5m tons of carbon dioxide a year from being pumped into the atmosphere. In China, however, a heavy environmental price is being paid for the production of “green” lightbulbs in cost-cutting factories.

Large numbers of Chinese workers have been poisoned by mercury, which forms part of the compact fluorescent lightbulbs. A surge in foreign demand, set off by a European Union directive making these bulbs compulsory within three years, has also led to the reopening of mercury mines that have ruined the environment.

Doctors, regulators, lawyers and courts in China - which supplies two thirds of the compact fluorescent bulbs sold in Britain - are increasingly alert to the potential impacts on public health of an industry that promotes itself as a friend of the earth but depends on highly toxic mercury.

Making the bulbs requires workers to handle mercury in either solid or liquid form because a small amount of the metal is put into each bulb to start the chemical reaction that creates light.

Mercury is recognised as a health hazard by authorities worldwide because its accumulation in the body can damage the nervous system, lungs and kidneys, posing a particular threat to babies in the womb and young children.

The risks are illustrated by guidance from the British government, which says that if a compact fluorescent lightbulb is broken in the home, the room should be cleared for 15 minutes because of the danger of inhaling mercury vapour.

Documents issued by the Chinese health ministry, instructions to doctors and occu-pational health propaganda all describe mercury poisoning in lighting factories as a growing public health concern.

“Pregnant women and mothers who are breastfeeding must not be allowed to work in a unit where mercury is present,” states one official rulebook.

In southern China, compact fluorescent lightbulbs destined for western consumers are being made in factories that range from high-tech multina-tional operations to sweat-shops, with widely varying standards of health and safety.

Tests on hundreds of employees have found dangerously high levels of mercury in their bodies and many have required hospital treatment, according to interviews with workers, doctors and local health officials in the cities of Foshan and Guangzhou.

Dozens of workers who were interviewed on condition of anonymity described living with the fear of mercury poisoning. They gave detailed accounts of medical tests that found numerous workers had dangerous levels of the toxin in their urine.

“In tests, the mercury content in my blood and urine exceeded the standard but I was not sent to hospital because the managers said I was strong and the mercury would be decontaminated by my immune system,” said one young female employee, who provided her identity card.

“Two of my friends were sent to hospital for one month,” she added, giving their names also.

“If they asked me to work inside the mercury workshop I wouldn’t do it, no matter how much they paid,” said another young male worker.

Doctors at two regional health centres said they had received patients in the past from the Foshan factory of Osram, a big manufacturer serving the British market.

However, the company said in a statement that the latest tests on its staff had found nobody with elevated mercury levels. It added that local authorities had provided documents in 2007 and 2008 to certify the factory met the required environmental standards.

Osram said it used the latest technology employing solid mercury to maintain high standards of industrial hygiene equivalent to those in Germany. Labour lawyers said Osram, as a responsible multi-national company, was probably the best employer in a hazardous sector and conditions at Chinese-owned factories were often far worse.

A survey of published specialist literature and reports by state media shows hundreds of workers at Chinese-owned factories have been poisoned by mercury over the past decade.

In one case, Foshan city officials intervened to order medical tests on workers at the Nanhai Feiyang lighting factory after receiving a petition alleging dangerous conditions, according to a report in the Nanfang Daily newspaper. The tests found 68 out of 72 workers were so badly poisoned they required hospitalisation.

A specialist medical journal, published by the health ministry, describes another compact fluorescent lightbulb factory in Jinzhou, in central China, where 121 out of 123 employees had excessive mercury levels. One man’s level was 150 times the accepted standard.

The same journal identified a compact fluorescent lightbulb factory in Anyang, eastern China, where 35% of workers suffered mercury poisoning, and industrial discharge containing the toxin went straight into the water supply.

It also reported a survey of 18 lightbulb factories near Shanghai, which found that exposure levels to mercury were higher for workers making the new compact fluorescent lightbulbs than for other lights containing the metal.

In China, people have been aware of the element’s toxic properties for more than 2,000 years because legend has it that the first emperor, Qin, died in 210BC after eating a pill of mercury and jade he thought would grant him eternal life.

However, the scale of the public health problems in recent times caused by mercury mining and by the metal’s role in industrial pollution is beginning to emerge only with the growth of a civil society in China and the appearance of lawyers prepared to take on powerful local governments and companies.

A court in Beijing has just broken new ground in industrial injuries law by agreeing to hear a case unrelated to lightbulbs but filed by a plaintiff who is seeking £375,000 in compensation for acute mercury poisoning that he claims destroyed his digestive system.

The potential for litigation may be greatest in the ruined mountain landscape of Guizhou province in the southwest, where mercury has been mined for centuries. The land is scarred and many of the people have left.

Until recently, the conditions were medieval. Miners hewed chunks of rock veined with cinnabar, the main commercial source of mercury. They inhaled toxic dust and vapours as the material seethed in primitive cauldrons to extract the mercury. Nobody wore a mask or protective clothing.

“Our forefathers had been mining for mercury since the Ming Dynasty [1368-1644] and in olden days there was no pollution from such small mines,” said a 72-year-old farmer, named Shen.

“But in modern times thousands of miners came to our land, dug it out and poured chemicals to wash away the waste. Our water buffaloes grew stunted from drinking the water and our crops turned grey. Our people fell sick and didn’t live long. Anybody who could do has left.”

The government shut all the big mercury mining operations in the region in recent years in response to a fall in global mercury prices and concern over dead rivers, poisoned fields and ailing inhabitants.

But The Sunday Times found that in this remote corner of a poverty-stricken province, the European demand for mercury had brought the miners back.

A Chinese entrepreneur, Zhao Yingquan, has paid £1.5m for the rights to an old state-run mine. The Luo Xi mining company used thousands of prisoners to carve out its first shaft and tunnels in the 1950s.

“We’re in the last stages of preparing the mine to start operations again in the second half of this year,” said a manager at the site, named Su.

At Tongren, a town where mercury was processed for sale, an old worker spoke of the days when locals slaved day and night to extract the precious trickles of silvery metal.

“I worked for 40 years in a mine and now my body is full of sickness and my lungs are finished,” he said.

Britain to help China on carbon capture

Move to share technology may help Britain meet Kyoto promise but could be seen as squandering business opportunities

Britain will share the benefits of its investment in carbon capture and storage technology with China and other developing countries, the energy secretary, Ed Miliband, said today.

The move may help Britain to belatedly meet its Kyoto protocol promise to pass on low-carbon technology to help poorer countries reduce greenhouse gas emissions.

However, questions may arise over how much should be given away for free and how much the UK should exploit the business opportunities of being a potential leader in the industry.

"We're approaching this from the mindset where we can co-operate more with China on things like carbon capture and storage," Miliband said.

While not abandoning the industrial potential of being a leader in the field, he said Britain could benefit from transferring knowledge.

"Eventually we hope to see this technology across the world because coal is something that is used in many countries and the key to that is making it a clean fuel of the future."

Miliband is visiting Beijing to try to forge common ground with Chinese officials ahead of crucial climate change talks later this year in Copenhagen. Britain hopes China will set voluntary targets to reduce the energy and carbon intensity of an economy that recently overtook the US as the biggest emitter of greenhouse gases.

The central goal of China's mandarins is financial support and the transfer of clean-coal and other low-carbon technology from richer nations.

China is also pioneering its own solutions, as Miliband saw at the world's only commercially operating carbon capture facility, Huaneng Beijing cogeneration power plant.

Developed with the Commonwealth Scientific and Industrial Research Organisation in Australia and opened last July, the facility is on a relatively small scale but it claims 85% efficiency in capturing 3,000 tonnes of carbon each year. The recycled product is used for carbonated drinks and dry ice.

"The technology has been successful here so we can say it will be successful in other coal-fired plants," said the general manager, Cai Hongwang. "We could scale this up. We are now considering the market demand for carbon dioxide."

If production is ramped up, the captured carbon could be used for enhanced oil recovery or, in the longer term, possibly pumped into the deep ocean. Britain is considering sequestration of carbon in cavities under the North Sea bed that have been emptied of oil.

Several similar experiments will soon be launched in other parts of China, which is investing heavily in research into reducing the climate impact of coal. More than 70% of China's electricity is generated by coal. Over the next 10 years, the amount burned is expected to double.

According to the Chinese Academy of Science, a plant in Shanxi will capture carbon and use it as fertiliser, while another in Shaanxi may pump captured carbon into oil deposits to extract the fuel.

"It is better to convert carbon dioxide into products, but the demand is limited," said Xiao Yunhan, a government adviser and energy expert at the academy. "Sequestration will be the final solution for carbon dioxide control. But before that we should try other things."

To enhance technology transfer and co-operation on low-carbon projects, Miliband will tomorrow launch a £10m joint venture with the Carbon Trust and the Chinese Development Corporation to encourage British firms to enter the Chinese market.

He will give a speech at Peking University calling on China to take a leadership role in climate talks. "As an emergent great power, China, too, has the ability not just to act but to lead; to be great not just in size but in influence; to energise others around the world" he will say.
